When I try to open a file that is sent to me via e-mail, sometimes it tells me that there isn?t a program associated with the attachment. Why can?t I open these files?

Sometimes when I turn my computer on there is a beeping sound and the monitor does not work.  I jiggle one of the cables in the back and it works after that.

I was told to re-install Windows XP.  When I turn the computer on with the install disk inserted into the drive, it just boots up to Windows without loading the install disk.  I am not sure what to do.
